Imperial decree was issued 'to-day describing vexatious restrictions reported to have been imposed on opium trade as not only inconsistent with the recent agreement but as seriously prejudicing the question of prohibition by the provinces. All Viceroys and Governors-General are warned that they will be held responsible for failure to observe terms of agreement.

In handing me a copy of this decree to-day the Wai-wu Pu again pressed me to agree to their request for exclusion of Indian opium from Manchuria, Shansi, and Szechuan.

I promised to consider the request as soon as I heard that the decree had been made effective in Canton, Fukien.
